Local Legends Small-Time Villains: Outlawed (PDF)

Laura Cowle is one of the City’s many war veterans, who have returned home to find their lives have been stolen from them during their time in duty. A sniper of incredible skill, it’s no wonder Laura is connected to the Mythoi of legendary archer Robin Hood. Further associations extend to her identity as an outcast, whose anger towards the development project erasing her home has boiled over into a rising tide of violence that threatens the entire district. 

Outlawed is a villain supplement designed to be used with the City of Mist tabletop roleplaying game. This supplement features a central antagonist for players to challenge, Laura Cowle (Robin Hood), including background information, personality traits, motivations and abilities, and people and places connected to her plans. MCs can use this supplement to introduce an additional villain to their current campaign, as a random encounter, or as a short side-case.
